I know this is possible on the 3ds, but is it on the wii u?
Yes, you can install just the ticket manually, and then run an installation without having any ticket in the installer directory. By doing it manually, you control the order of DLC tickets, which matters if you're not sigpatching.
If you run the right ftpiiu_everywhere for your sigpatcher, you can find the tickets under /storage_slc/rights/ticket/apps.
The tricky part is that multiple tickets can be in each file, and we don't have a table to tell you which ticket goes in which file. (but the ticket for a given title would always go in the same file on anyone's console.)
Basic rule would be: once you find out which file to put the ticket in, you put fake ones at the end of the file, and real ones at the front.
