Hacking Installing CFW to a banned 3DS

I have a banned 3DS on the latest firmware. I can boot into homebrew through freakyforms, but I can't get into the eshop to grab sub wars. I tried using FBI maki to install a legit dump of it from another 3DS that has CFW but no luck since I can't get into maki. I think you're supposed to use fasthax but it gives a red screen due to lack of updates. Any possible ideas?

You don't need steel diver if you already have freakyforms entrypoint.

Just dump your movable_part1.sed with this tool:

Then upload it to,
