You can as long the system is linked to the same Nintendo account, but you can only run game on one system at a time, non primary account need wifi to check if you can run the game by checking if the one of the consoles is running a game owned the account holder.

what happens if you link an existing account, install games and you turn off wifi on all consoles to prevent online verification?

Non primary account need verification before you can run the game, if you install CFW then you don't need to deal with this, just install games on the system.

I bought a Mariko console and seller told me it was free. but reading in forums and watching sombe videos, i'm suspecting all games are legal and this fella installed with a primary account; console has 3 accounts and tis guy told me that users can't be modified and console never can get online.
