So I'm thinking about importing a black new nintendo 3ds from japan, and I was wondering how would I go about accesssing homebrew on it, the cubic ninja I have will be region locked, and browers hax(To my knowledge) wont work beacuse it has a different browser. So how would I be able to access a homebrew entrypoint so I can downgrade, create and emunand and change the region to US?

there is a browserhax for n3ds, but if its being shipped from japan and is new, it will most likely have the dummy browser installed. You can buy a jpn copy of cubic ninja/ ocarina of time and another game that can update to any firmware below 10.4 and downgrade from there (you will most likely get one that is on 8.1, and any game that updates to 9.9 will install a dummy browser afaik)

So I should buy a japanese super smash bros, I often hear it comes with the preferred update, use browserhax to install menuhax and then downgrade from there?

the browser that will install from ssb4 will be a dummy browser, my english ssb4 copy installs 8.1.0 (might be different for jpn copies) so you will have to use a sky3ds, or a copy of cubic ninja/oot

Oh, so OOT installs the required browser? So I just need to buy the Japanese N3ds and Japanese OoT and I'm set right? I'm trying to do this as cheap as possible lol

No game will install a non dummy browser, OOT just has an entrypoint for homebrew if you have a tool to inject a save (homebrew is region unlocked)

if you want cheapest, you will probably have to use a sky3ds (which basically is worthless after you setup cfw imo)

Is it possible for me to inject a save to the Japanese OoT that contains the entrypoint using SaveDataManager on my o3ds?

You might also want to look into setting up a private server and updating to 9.1 that way (saw it mentioned on another thread about updating an n3ds)
