I think the core implementation goes first, then rom hacking (as those tools will eventually rely on core implementation).
And then in core implementation (toolchain, drivers, etc) you can add as many languages as you can. Newlib offers ie: some regex stuff, so you can "evaluate" while code being C. Things like that I mean.
