A friend told me that on 11.0 if I keep my internet off I could install legit and non legit CIA files on HBL and then remove them when I'm done and want to turn my wifi back on. Did this sound right? Because when i started asking him questions about how that worked he couldn't answer me.

11.0 doesn't have arm acces yet, so no

The only way you can do this, is by getting CFW which you can't get on 11.0.

it means that you have access to the whole system, for installing and deleting stuff etc. no arm acces = no free games
