Source = CFW console
Target = OFW console

The original console is whichever one created the NNID (or currently linked to), the "new" console is the one you want to transfer it to. So if your NNID is on your OFW console, that needs to be the "original" one. You did it backwards it sounds like.
Nope I put as original the new 2ds xl and to new I put the cfw o3ds

And did you test to see if you could sign in to your NNID on your N2DSXL before filling out that form? If the NNID didn't transfer when you got the error, then it would have been on your O3DS, then transferred to the N2DS after you sent the form in I guess. Either that, it didn't take, or it's still processing.

Honestly, this shouldn't be that complicated. Why can't you call them? The number is toll free, it's not long distance or anything. Just lie and say you're 18, they can't ID you over the phone Lol.

No I could sign in alright on my 2ds xl and also it's not that I don't want to call Nintendo it's that my number is Italian and Nintendo's number would come up as an international number and I would pay a ton of money

@jimmyj I'm Italian too, but I didn't remember that's illegal to call nintendo for the people under 18 year (I called it so many times 6 years ago, ohw DSi XL :D )
Also all the numbers are simple toll-free numbers, which here in Italy are at no cost. By law in our country every company must offer free post-sales support, so I do not see any problems.

Call it without any problem and explain the question. ;)
