ROM Hack I need help with a rom.

So, recently I downloaded a .cia file for Hyrule Legends Warriors for 3DS USA, and when I open it up on my New 2ds Xl, it has a blank dark screen, and my 2ds xl reboots when I press a button. I don't know what to do, I was wondering if anyone could help.

Are you running b9s on the latest luma?

Do other games work? Are you sure you have a legit SD card?

What ofw are you on?

Have you tried finding the .cia on another site?

I am running b9s on the latest luma, other games do work, I am sure I have a legit sd card, I don't know how to check my ofw and I am currently trying to find another site with Hyrule Warriors Legends on it.
