Try removing the SD card from the console, and check if it changes anything regarding those issues. Otherwise:

If you have CFW on your console:
You should be able to fix DS compatibility by following this guide ("DSi / DS functionality is broken..."): https://3ds.hacks.guide/troubleshooting#software-issues-on-devices-with-custom-firmware (Available in Polish too)
Although it tells you to open System Settings to run a system update, you can instead power off your console and power it on while holding the buttons L, R, A, and DPad Up, which should take you directly to a system update menu. There's a chance that doing the system update will fix the system settings issue as well. However, if there are more serious problems with the system, there's also a tiny chance that the update will break more things in the OS, so make sure that all your important game saves are backed up using a homebrew save manager.
If the update didn't fix the issue or if trying to enter the update menu also results in a black screen, you should next try doing a CTRTransfer. Here's the guide for that, also available in Polish,

If you don't have CFW:
Try running a System Update, you can do so without accessing System Settings by holding the L, R, A, and DPad Up buttons while powering the system on. If doing that also results in a black screen, there's probably a more serious issue with the system that will require CFW or ntrboot to fix.

If you don't know whether or not you have CFW, try holding SELECT or START while powering the console on. If the console normally loads the HOME menu while doing so, you probably don't have CFW.
