i can't remove parental control from Wii U

the console verision is 2.1.0J . it can op en the setting menu and set the date but deny set the network. i have tried the method such as UDPID and mkey generator but none of them work. When I used the UDPID method I could not access the recovery menu, both SD card and PICO were correct, because I was testing on another console to access the recovery menu, and I was told that UDPID only works with version 5.0 and above .On the other hand, when I used Inquiry number and system date on the website, the generated KEY was always prompted by the console error, whether I set the time to the current date, or the previous day and the next day. The Inquiry number I saw was 8 digits instead of 10. Is it because the console is not currently networked? I can't set up the Internet because it requires parental control password too. the Inquiry number is 96815872. Any suggestions?
