ROM Hack RELEASE I Am Setsuna 60 FPS mod

Mod for I Am Setsuna that increases framerate from 30 FPS to 60 FPS. It is always hitting that target framerate in handheld mode when using the below overclock but it might get to it using a lower OC. Only tested in portable mode but should work in docked too.

handheld_charging_cpu=1785
handheld_charging_gpu=768
handheld_charging_mem=1600

Should only work on version 1.1.0.
