Gaming mode is Steam, so you won't be able to use it without logging in. You can switch to offline mode, however. Beyond that, using Deck entirely independent of Steam would require you stick to desktop mode or install Windows. It's far easier to get non-Steam games/emulators running within gaming mode IMO, but it's your call.
