There is two reason you may want to reorder the cheats:
1. You want the more frequently used cheats to appear on the top
2. The cheats (as of now) are executed in order that they appear. You may want to change that order.
Choose the cheat you want to move and cut it.
Move to the location you want it and paste it
Remember to Save the cheat (+).
