Hi, I want to install the System Config tool on the Wii U so i can change my gamepad reigon, since i bought a japanese wii u and would like quick start and tv menus to be in english.

U again :)I thought you have already changed your console's region no?
So basically the gamepad will display the US English--the signal it received from the console, the only thing left is when it cannot find the console/out of connection it will show Japanese.

it also shows to start menu and tv button in japanese, how do i do what is just said.

1. Search using this
Code:
system config tool archive.org
go with the one uploaded in 2021, it is a .wup format package, install it to your NAND.

This is believed to be dangerous and could BRICK your console.
Use at ur own risk.

2. Download language file based on the steps mentioned here

3. Run SCT and upload the language file you desired to the gamepad. This could take around 3 minutes.

This is not changing the region of the gamepad, I tried it myself on a Japanese pad, even when it is displaying in English, it can be paired to another Japanese console without cfw. I think it just added the language to the gamepad. However all language it displayed is now in English (if you choose English file that is).
Like the thread mentioned, what control the gamepad language (not the screen content it got from console but its one menu) is the TV control app, you changed the app's language, you changed the pad's language.

That very thread has the steps for downloading files using JNUSTool, read them all.
This is considered an advance tinkering method, so you have to at least try to learn by yourself.

sorry i bothered u about that. i got the gamepad reigon changed, i wont ask such obvious questions anymore

IIRC it works from USB, too, but take this with a grain of salt and don't make me responsible in case something goes wrong...

Also the danger in SCT is not in installing it (except when you cut power while doing so but that's a problem for all NAND writes and not connected to SCT) but in using it: This tool messes deeply with the system and a single mistake, like clicking on the wrong menu option, can brick your console. That's why the guides require that you think: It's to make sure you understand each step and esp it's consequences before you start, so in other words it's to protect your Wii U from you bricking it.

Not thinking on installing this, just want to know more about Nintendo old development stuff on the Wii U, like System Config Tool, Menu Changer Tool, Kiosk App etc.

So, I found 2 versions on archive.org, "Wii U System Config Tool" and "Wii U System Config Tool For sysnand", I'd like to know what's the difference between them, if anyone knows :). Can both be installed on sysNAND? And which one is the official one?

Thanks in advance!!!! :D

It is official tool, it is proprietary software man. Thing is it should not be disclosed to public as it is intended for developers, so anything can happen.
I tried 2021 one and it worked fine, without some functions that is. Most functions have already been realized now either by aroma or recovery menu except the gamepad language.
