You need a special, unofficial version of Luma in order to use 3gx plugins. Have you tried these?

https://github.com/Nanquitas/Luma3DS/releases (regular luma 9.1 with plugin loader)
https://gbatemp.net/download/luma-redshift-plugin-firm.35619/ (luma 9.1 + plugin loader + redshift filter)

Once you've got one of those on your SD root, 3gx plugins go in luma/plugins/<title id of app>/<plugin>.3gx

Edit: I also forgot to mention that once you've done all that, you'll want to open the luma menu on the home screen (L + dpad down + select by default) and enable the plugin function, if it isn't already.

Just to inform everyone - there has been an update on this matter!
I've published a new unofficial version of Luma3DS, with 3GX support. The latest version is v10.2, so there have been huge upgrades since v9.1. I'll keep updating this as long as I possibly can, so if official Luma3DS gets updated to a newer version (v10.2+), you'll probably find my 3GX mod to be updated too (even if I don't manually come here and update this comment)!

Latest version will always be accessible under this link: https://github.com/mind-overflow/Luma3DS-3GX/releases/latest

Thanks now I can use CTGP-7 on the latest Luma. You should probably make a thread though so people know this exists.

3gx plugins are cleaner and more powerful. NTR and 3gx are not compatible with each other. CTGP-7 uses 3gx for a lot of its custom scripting and UI.
i have updated luma already and there was no plugins in luma how do i find it?? and will it work with DS or GBA or only on 3DS games?

Yeah, as you already figured out, the thread already exists: https://gbatemp.net/threads/release-luma3ds-v10-2-3gx-plugins-edition-unofficial.570585
Thanks for the suggestion though!

so i make new folder and name it plugins correct?
Hey, thanks for showing interest in this! Since repeating everything is useless and time consuming, if you want to understand how to use and install this CFW, please refer to the Readme file I wrote here: https://github.com/mind-overflow/Luma3DS-3GX.
It contains clear info and instructions - I tried to be as "noob friendly" as possible.
Thanks!

I have read over and over im not getting to the point the part of filename.3gx and the plugins file. so i found the CTGP-7.3gx in CTGP-7 folder in root of sd card so Should i create new folder and name it as plugins then create new folder titleid and copy the CTGP-7.3gx from the CTGP-7 folder and paste it in sd:/luma/plugins/<TITLEID>/<filename>.3gx. if i want it for all games then i rename the CTGP-7.3gx to default.3gx correct?

The CTGP-7 plugin cannot be launched alone, it needs the CTGP-7 launcher. Also this plugin loader is outdated so it won't work.
