Dumping the rom does not take long, but depends on the size of it. I think that generally, once someone has the game cartridge he can have it online in less than hours. It depends on the dumper how long it will take. Does he have access to the game before it is released? Can he be bothered to dump it? (Some shitty games may take months). Most often games are released before, on, or shortly after their release date.

it really comes down to the game, how hard it is to dump the game, and so on.
so there's no general rule, it can be day 1, or it can be day 100 if the game is hard to dump
