Hello everyone :D
I know how to download games with the Wii U and I was wondering how to do it on 3DS with the homebrew launcher? I know for the .cia but I do not do it with it!

For one you need CFW, do you have that?
 
So in order to install CIA files, I need custom firmware? How do I do that? I have access to the launcher, but I don't know how to install CIA files. BTW, I have the latest 3DS update (11.2.0-35U). I also don't have a CIA manager (I tried NASA, but nothing happens).
 
In order to actually install unsigned CIAs, you need to be on 9.2. It's currently a bit of a process, requiring either a hardmod (which is a physical modification to the 3DS that gives direct read/write access to the firmware chip), or a second 3DS which already has CFW on it. So its between using a pre-CFW 3DS or using a soldering iron.

I guess I won't be playing Four Swords Anniversary. Damn Nintendo.
 
Sorry to hijack this thread, but how about legit CIAs? Can those be installed on 11.x?
No because the method of installing a Legit CIA without CFW was patched. If however there was a way to do so then yes Legit CIA's would work on a unmodified console.
