if you could install cia then you could install ntr cfw to use cheat plugins, some cfw might need a firmware.bin to make it work

for free, your best option is NTR.
if paid, your best option is gateway.

and before people start yelling at me, gateway's cheat system IS better than NTR. I have lot's of experience coding and using both daily. not saying the price is better or the support for the product is better, but the cheat system is.

I says to me at the and bnBootNTR failed. Also i notice that:

BootNTR 3.3 with 3D banner and updates for 10.4 EUR USA JPN (MAX 10.2 NATIVE FIRM, does NOT work with 10.4 NATIVE FIRM)
Includes the normal "press home button to exit" version and "auto exit" version.

If im intended right my emunand is on 11.0 so i can't use this.

Already done, but some game have much majority of code via GateShark so i prefer have access as both method.
