You want to cause a BSOD with a press of control and scroll lock?
Assuming you have got the previous thing sorted you will want a macro/hotkey program. I have not kept up too much with those of late but http://hotkeybind.sourceforge.net/index.html should do the job.
You will then want to call something which causes a BSOD. Not sure what there are as far as dedicated programs, though be aware anti virus programs will likely pick them up. If you know a way to do it yourself then so be it.
Alternatively it seems scroll lock and a small registry modification is an inbuilt means of generating said BSOD ( https://www.windowscentral.com/how-intentionally-force-blue-screen-death-windows-10 ). Never knew that. The previous stuff about key remapping might work, however for something built into windows like that it might run too late.
