Hacking How do I reinstall FBI launcher?

Deleted it in order to update it. I’ve tried putting the FBI.3dsx in the 3ds folder and then putting the new cia into the Cias folder and from there I launch HBL but FBI is unable to be opened?

What's it say when you try to launch fbi?

Well I can’t actually launch it, on tutorials the FBI app is there while for me only the .3dsx file is there. When I press on that, it forces me out of HBL and reboots system
