How do I launch it? It's readme says I have to launch it from the Windows command line, but I have no idea what to do as I have no experience with that lol
It might just work with drag-and-drop, so try dragging your BCSAR file onto the caesar.exe file in your file manager.

I was able to drag and drop it onto caesar, but it said I was missing some DLL files, so I think I need to update my .NET framework first.

I installed the .net framework, and it extracted the file into a bunch of smaller ones in different folders (can be found here: https://gofile.io/d/NW1ABH), I think they are a bunch of samples for a MIDI file maybe? How can I convert all of these to .WAV?

I dont know if you already figured this out, but download citric composer, then go to tools>brewster archive brewer, and then go to edit>import file, and pick you file (.bcwar) you will then have a drop down menu under the waves section, just click the one you want, and press play. Feel free to ask any questions.
