If by 'access', you mean install NSPs to, then use FTP or USB methods.
To back up a partition, any Windows partition software that can do that. Better would be to use a Linux solution like DD. That can be done on Windows using Cygwin or a native DD program. I would assume Hekate/Nyx will be getting a solution in the future.
