So I downgraded to 11.6.0.39E after I heard the latest updates apparently ported the Switch's piracy detection methods over to the 3ds. Does anyone know of an update blocker or DNS server that is confirmed working right now?

You can safely update to 11.9. The anti-piracy measures just prevent you from downloading games for free off Nintendo's CDN. That's why freeshop died. Staying on 11.6 won't really solve anything.

But everything is risky now. Especially playing games you haven’t purchased or downloading updates for games you don’t own.

Thanks for the DNS server, I’ll try it out.

No they didn't do this. There were changes on the CDN that require a ticket to be sent to download a title. This makes 11.8+ a hard requirement to use the eShop now.

This is the only change, and the only place where it's required. The ticket is not sent for any other purpose, at all, not even to connect to online services for games. This also means downgrading is (still) useless since it does not protect you against this.
