Is it normal that the homebrew menu can only be navigated with the touch screen on the gamepad? no gamepad button support or pro controller??

You can move between screens with the dpad and iirc the left/right triggers (even with pro controller) but with no way to select the app its pointless.

With the exception of a few apps I made, and maybe a couple more that I can't recall right now, all homebrew apps only use the gamepad anyway.

If you mean so you can launch and use Loadiine, you may be interested to know that Loadiine is pretty much obsolete now, and you can install games straight to your NAND or USB.
