Homebrew Homebrew Does Not Launch any Apps 3ds

I am following the 3ds hacks guide to enable homebrew on my system. I followed all the steps, but whenever I get to part 4, I open homebrew launcher, and launch frogtool, but nothing happens, it just shows a black screen on top and crashes back to the homebrew menu. Also this did not happen on my other SD card so I am very confused.
