ROM Hack high speed processing code in

i was browsing the usrcheat.dat and I found this cheat code there. I tried to run it on heartgold and the game speed went fast. I'm also wondering if I can use this code to other games for example Luminous arc and other games? or if someone can make a universal high speed processing code for all DS games like the backlight code.
