I play games and homebrew on my PS Vita 2000. It's so amazing. My brother has the modded New 3DS. Also amazing.

I've been a long-time GIMP user, never really tried much else :ha: so not sure if thats a good thing or if its even 'the best' option but...

I'd recommend some GIMP basics and advanced tutorials on YouTube, and I wouldn't always recommend YT, but for GIMP some of them are super useful, especially for casual/novice editors, and there's full playlists/multi-chapter series that can cover a lot of different stuff, by a lot of different people. Things like layering, and using feather/grow, basic stuff like that combined to create more advanced things like offset shadows or reflections.
