Currently sitting at 8.1.1 i tried using the luma updater current V2.2 and it cant detect any new updates because apparently not connected to internet which i am...
my 3ds system is at 11.6 and i figured that i should update the luma first before the system unless that is the reason why the luma updater not working.
should i go update my system first and then update the luma manually and if u dont mind how do i this manually thanks

Also can anyone give me a link where i can get this bootNTR selector its not on my homebrew menu so i figured i should get that

Trust me, updating luma is as easy and as straightforward as it can get.
Grab the 9.1 release from here
Copy the "boot.fim" file over to your SD cards root.
It's recommended to put it in your CTRNAND partition as well, otherwise your system won't boot up at all without a SD card.

Now for bootntrselector, check out this thread.
