ROM Hack [Help] with Plailect guide, stuck on first step.

I'm on version "Ver 7.2.0-17U" and I'm stuck on the very first step of Plailect guide , that chart is a bit confusing. https://github.com/Plailect/Guide/wiki/Part-1-(Decrypt9)
I have a browser installed.
I have made a nand backup using gateway method.

[Questions]

1. Would I be able to boot into Decrypt9?
   
2. If I can't boot into Decrypt9, and I have to update my sysNand, How can I do it without the cartridge. I don't have any game cartridge to update to 9.2, how should I do it?
3. I read somewhere that "-17" at the end of my 3ds's version comes into 8.0 section of the chart, is it correct?

I was not able to ask question in hacking section of 3ds so I made a thread,
if I'm doing something wrong, I'm sorry.

I followed the guide and now I'm on Part 3 - link : https://github.com/Plailect/Guide/wiki/Part-3-(arm9loaderhax)

I'm on section
Section IV - Restoring the System, instruction 10.

The guide says to update the system,
but, would I be updating SysNand or EmuNAND?

and it says "Yes this is safe, stop asking about it."
I would like to know, how exactly is it safe?
Can I restore my Sysnand to "Ver 7.2.0-17U" if I update(as said in guide) to Version 11.x.x-xU(latest version)?

Update on the situation:
I updated the sysNand, and got to know that Plailect's guide works with only sysNand there is no more emunand etc blah blah.. and it is safe because Plailect is a trusted fella.
Now, gotta find some .cia's
