Hacking Help with IP address to install Devmenu.cia

Hi I need help
when I look for my IP
they give me 10.0.0.10 IP instead of like 123.456.7.890 kind of Ip on my 3ds
and It fails connection on Run.bat
if anyone can help me I appreciate it and thanks

This is what I did:

Downloaded Fing for Android, then the app looked for wireless devices.
Look for a device that says "Nintendo", and that's it, your 3DS IP at the left side of the screen.
