Hacking Help with error when trying to launch Etrian Odyssey X

So I get this when I'm trying to boot up Etrian Odyssey X that I installed. What does this error mean? What can I do to fix it?

While connected online,
  • FBI → Title → 世界樹の迷宮X（クロス）→ Import Seed.
For future reference of any titles that requires a seed,
If FBI method of decrypting does not work, you can do offline seed importing by:
  1. Download the seeddb.bin found at the website above.
  2. Put it in the 0:/gm9/support folder on the SD card.
  3. Dump the installed game as *.cia. This will decrypt the title with the needed seed.
4. Reinstall the game again in FBI.​
