Hacking Help with 1.04 skins

I have my _system_ folder set up like that, with all the files needed (icons, logo, bckgrd1, bckgrd2, gba frame, theme.ini) in each theme** folder, but all I get is the default skin. Am I setting it up wrong? I wanted to do that thing with the new version where you press select and the skin changes.

I believe you can only have one GBAframe, and it must go in the _system_ folder, I haven't bothered to check otherwise on my r4 though

Ok, now it's like that, with each folder containing theme.ini, logo, icons, bckgrd1, bckgrd2, and it's still not working.
