What's the last thing you did with it? Perhaps you installed a wad/ theme or updated system fw?

All of if let’s say I don’t have nandbackfile on sd or usb can help without going into settings and formatting if I gave the serial number of Wii

if by "yes" you mean "yes, I installed a wad/ theme or updated system fw" then I have bad news for you:
It's called "System Menu brick".
Your Wii is dead for you.
You can start buying a new Wii for you.

You will have to fork out for a new Wii seeing as it is bricked, they're not that expensive and only cost little if you search in the right places. Alternatively, you can do this.

Also, you can't "reformat the Wii on pc" to fix this.
