Homebrew help me with lpp-3ds

I was programming in C and LUA in the past, mainly for PC(and for my mp3, see "RockBox")
so I wanna start programming for the 3ds. can some1 point me to a guide?
I need a place with all the lpp-3ds functions like:
1. function for running an 3dsx file
2. function for creating/opening a file on SD (for R/W/RW)
3. function for listing files in current dir
4. change directory
etc...

and how to set up my pc for programming C for 3ds

documentation also comes with the releases (r2, r3, etc). might be a little more up to date than that page.

@ihaveamac isn't true @Rinnegatamante is making a ide or sdk whatever you want to call it type thing for it. I know you to seems are friends. I would ask him my self but he blocked me for asking questions :/

what? I meant a documentation file is included with the released version of lpp-3ds, and seems to be more up to date than the one online. unless something changed...
