You can use Wiiscrubber,there is a Wii Partition Builder Tool included.
I do not now it is the Same,but you will not find another Source for the Partition Builder 1.1.....

So you were able to get access to the software? I also used archive.org (my account's too new for sharing the link I used) but the download hangs until the page times out. Would you be willing to upload PB 1.1 somewhere so that I could access it?
