Aye, whoops, that just occurred to me late last night for some reason. (The .xml is used when running the game from a "userland" exploit instead of with b9s+Luma – and people usually don't do that anymore.)1) The .3dsx version does not work because the .xml file had to be deleted from the folder (not the other way around, as was suggested to me);

The only CIAs that you can install to the system memory are CIAs of DSiWare; 3DS homebrew CIAs (as well as every other CIA minus system titles I'd assume, and ofc DSiWare) are installed ONLY to the SD card. There's barely any space in the System Memory to install actual 3DS games.
