I guess this is just for other countries. The North American 3DS family of systems (pokemon editions) did not come with the games in any shape or form.

Pokémon Y is the only missing legit dump that is missing from the EU list of pre-installed bundles
As it is regio free, it also can be removed from the US missing legit cia games

Yeah, it's pretty interesting. You can tell which ones they really care about, from what I can tell most of the first party online titles are getting taken down. It's only a matter of time before they are all removed but for now the money makers are first to get hit.
