I see in diferent webs Game boy Advance games in .cia format

Not the official release games I say inject gba roms to play in 3DS

Its safe install and play those games?

Yep, they're relatively safe. Can't say for sure about the links from googling, but the ones from iso site are safe.

Also if you have some GBA ROMS, or find some that you want that aren't in CIA format already, you can inject your own with this:
