Can someone make a guide on how to change from rxtool to reinand for the n3dsxl. I wanna update to emunand 10.4 so I don't have to spoof anything. Or did I miss rxtool 3?

Just follow the installation procedure for Reinand. It will use your emunand as-is. Once you have booted emunand using Rei you can just update to 10.4.
