Both paypal and ebay state that if you ship to an address other than the buyers verified address you will NOT be protected. This has always been the case. It's bad when it happens but when you sign up for an ebay or paypal account you should read the information, that way you would know not to sell to un-verified accounts or addresses, especially for such an amount.
Nobody on ebay can say they are not warned about this.
High feedback is easily gained. Just keep selling crappy PDF files for 1p to anyone and your feedback score will rocket, it's been done loads of times.
