Good Webhost App For Android Hotspot

what I'm wanting to do is connect my ps4 to my android phone via a hotspot, then connect the phone to the pc in order to use xampp and ccproxy. does anyone have any suggestions, and does this app need to be for the phone or the computer or both? thanks!

edit: I don't want the ps4 to connect to the internet.

While I don't really know what you want to do exactly since I know nothing of the PS4 scene, this dev has a variety of servers.

The hotspot on the phone would use up the WiFi, so the only way to connect to PC would be USB or Bluetooth.

I’m not familiar with xampp or ccproxy so I don’t know if they’re designed to work through either of those methods.
