Wii U deleted my user account from the system, but i have a recent SYS NAND dump. Is there a way to get saves and maybe my other data from it?

yes, with the otp.bin. if they're on the external hdd (saves are with the media that the game and other content is on), you'll need your seeprom as well. use dumper u, dumpling, or wfs-extract if it's on external hdd (don't initialize it on the pc or they'll be lost). if they're on the internal storage, use wfs-extract. that's the only program I know of that can read it. you'll only need the otp.bin for that one.

I can just use FTP to grab them from HDD?

Wii U kinda deleted it, all saves are in place. Overall situation is very strange, every time I try to change something in the users folder, wii u just reverts it to the blank user. One time I even succeeded to get almost all back, when I created a ton of users and got one with my old id (8000000f). But after a restart, all was wiped once again.
