Is there an emulator, kind of like the Lameboy, for GBA roms that you can play on your DS flashcard, like a DSTT?

Only GBA emulator is the one for the DS TWO and the iPlayer, as well as maybe a few other cards, as they has a built in CPU. Most other cards, including the DSTT, don't have one, so they can't use a GBA emulator. The best bet to run gba roms on a DS or DS lite is to get a slot 2 card, like the EZ flash 3-in-1.

Three cart can do that DSTWO, iplayer and EX4i (plus the iSmart MM when it comes out)
but a DSTWO is the best one

Yes, but only if you have a Supercard DSTwo.
You might also try this cart that plays gba games nativly -- if you have DSlite. It's less expensive and will have better battery life. (although it will be quite limited in anything else, though) EZ Flash

But, to answer your question specifically, there is no way to play gba on TTDS.
