No, it's probably a bug they missed that's causing CIA installed games to blackscreen when running them

No they didn't remove it. It's a bug.

A workaround for now is to first select a game using the GateWay menu before loading a .cia.

EDIT - Beaten to it.

It wouldn't be a surprise if they don't fix it, and say "just buy a gateway 3ds to be able to use the launcher" ; that would be normal.
It wouldn't be normal if we couldn't use anymore the dlcs with the Gateway 3ds...

Why are you jumping to such conclusions? If they were going to intentionally block them, they would simply make them not appear at all. As it is, they erratically black screen on boot, fixable by loading a game from the Gateway manu. Retail carts in classic mode have the same issue.

if not, then try go to Data Mangement in emunand
