Hacking Games not loading...

So I got the cia file for Mario and sonic at the rio games and it loads but just with the red wavy 3ds logo on it and idk why it's doing that. I am very new to this home brewing and cfw thing but I think I know that I'm on Luma and that I'm on 9.2 (if that helps). Someone pls help me I will try to comply

Edit: I loaded the game and started it but it is frozen on the loading screen
