what is the best gameboy color emulator for the flash carts and is there a cheat device or program for it? i need it for pokemon crystal or should i just start on the computer and transfer the save file on my flash cart?

Use Lameboy for Gameboy/Color emulation. Check the stick thread for a download link.
There's no built in cheat function though, and I'm not sure if it uses the same save type as your emulator on the PC.

Lameboy is a pretty good emulator current version is 0.12 but so far their isn't an emulator with cheats so you would have to start on the computer and transfer the save, but lameboy saves are compatible with VBA so its fine.
