Uh, that's the start up screen for a New 3DS that either hasn't been set up before or was recently formatted. I want a longer video of it booting to the Home Menu.

Or it's a complete fake and he has a hacked system.
I'm not sure, I went with him to buy it and I told him to set it up in the parking lot to see what firmware it was running, which was 11.0. I am not sure if he had reset it or what. He left to the gym I'll see if I can get a full video later. It's definitely not hacked though I can promise that lol

He obviously formatted the system and never bothered to do the setup again. That's the standard boot screen for a brand new/recently formatted New 3DS. If he's on stock firmware and not hacked in any way, shape or form, it's the only logical and reasonable answer. Did he ever setup menuhax at all and add a custom boot image?

He hasn't set up anything on it. He doesn't have any knowledge in this kind of stuff. I'm helping him out.

you want a gameboot just like the PSP

the problem isnt that you cant do it

the problem is that the Animation is contained in the actual Games/Cias

so you would have to edit every single game you own

the closest i have seen to anyone even editing them other than me looking at it (involves exefs and makerom) is the HomeBrew Launcher CIA

if you run it , it doesnt actually have the default 3DS boot
