Hacking Gah, please help

When I open the Homebrew Channel, I try to load the Ocarina application, but it just doesn't load. It stays on 0%. I think it is because the world icon in the lower right corner isn't lit up. But it's never lit up. How do I light up the world icon?

remove any gamecube memory cards.
