Preloader is a system menu hack. In the way that it moves the original system menu DOL and puts itself in that place.
Preloader IS the system menu.

As you see, there is earlier stuff before the system menu. So there IS stuff earlier than that.

EDIT: This also makes Don wrong. boot0, boot1, boot2, and IOS all load before the system menu (Preloader).

By the way, i might be wrong (that's not the problem), but in your previous example, when cSSM is gonna be triggered/launched?

@First question:
The boot sequence IS the same. It doesn't take over or change anything.

@Second question:
As far as I know, system menu.

We can't touch boot0 or boot1. Team Twiizers are making a boot2 hack (commonly known as BootMii), and IOS just loads the system menu.
 
to me from the looks of marcan's last meltdown on gbatemp he may not release it until he finds a way to stop us (tempers) and the rest of the backup launching community from loading backups with bootmii

Preloader is just as early like the recovery menu of Nintendo, just you don't need safe mii etc and it haves a Menu...

Bootmii loads from Boot2
Witch loads as very very first, when Wii turns on... BANG!! HBC...

Than tools will be released for ultimate unbricking! Go Twiizers !

Basically you rediscovered the basis behind all Wii backup loaders.

It's apparent that it was planned to have DVD support (as in the DVDVideo logo disc seen in 3.2's files). All of the functions are found in IOS though. That is why you need a cIOS, and a loader to patch the main.dol's to use those functions.
 
For real guys, who give's a fuck!ng damn about which hb loads 1st or not?
They (will) both load before the SystemMenu, that's all i'm caring about.

Put simply:
If for some reason you wanted to upgrade your system menu the normal way it will wipe out preloader and possibly disable any hacks/homebrew/ect.

If it boots before the system menu (bootmii) then a backdoor will still remain even if you upgrade the system menu. This promises that you can't brick your system and that you'll always have a way to use your homebrew.
