Hacking Homebrew app Ftpd doesn't work

I bought a new 3ds which is a japanese console. I installed successfully luma on it and changed the region from japan to europe (ctrtransfer). The thing is now, that the eshop doesn't work (which is not the problem), and the ftpd homebrew. The app shows me the ip, but no device has access to it. Neither filezilla nor my ftp client from my smartphone. Is there something i did wrong while i did the ctrtransfer?

What error is FileZilla giving you?
